The DGT board has a few problems to work with Pocket PC. Several PPCs are unable
to wake it and you may have to connect the DGT board to a PC First.
One great combination that does not need this workaround is a pocket pc with a
compact flash serial card, for example a Dell X50v (or X51v now).

CEBoard is "Windows Mobile only" and will not work on a notebook. But if you are
not especially looking for the small size of the Pocket PC, then I think that a
notebook with windows and a chess program will be more compatible with the DGT
(in addition, serial DGT are harder to find than USB one)
