Look at the history of human chess. The same question has been asked for centuries and the answer has repeatedly been yes! Can anybody ever beat Anderson, Staunton, Morphy, Lasker, Cappablanca, ........... Fischer, Karpov, Kasparov, ..... From a mathematical perspective: yes. The rating system has a 400 pt standard deviation. With 4 std left and right of the norm, we get a max rating of 3200. So far, nothing an nobody has that rating.
