While there may be cheaters there, the servers *are* maintaining ratings
on the player(s) using the account, so there is at least something to
base a rough guess on.

I don't see this as any less accurate than what happens when someone
wakes up and goes to a tournament. They may or may not be playing to
form based on night's sleep, food, distractions, worries or issues
with life, etc.

I doubt there will be much better, ever.
