When it is black's turn to move, it can see one half ply further in the same
amount of time, on average.

Consider that at some certain time control, white will see ahead 6 full moves.
After moving, black can see about the same.  But since white has already moved,
black sees a tiny bit further.

It is also conceivable that the evaluations are not symmetrical.

Also, there will be some variation even for the same position run twice.  In
fact, I get about 1/3 evaluations that are different in ce or pv for setups that
are supposedly on identical time control.  Usually, the discrepancies are very
minor.
