This is not correct unless you talk about games when using computers is allowed.

You can play correspondence game in the following site and beat most players
with no comuter help.

I guess that there are some cheaters who use computers but most players do not
use computers to help them.

I won my first 8 games at that site
I did not use a computer and clearly did mistakes that no computer does but
played well enough to win the games.

You can see that in my last game my opponent got clearly positional advantage
because I did not play very well but fortunately for me he started to do
mistakes and I won the game.

I am afraid that the level that I played may not be enough against stronger
players so in the next games I plan to use more time to think about my games.

Note that more than 95% of the players in that site are weaker than 1800 and it
tells me that even a player that is clearly weaker than fide master level (that
is not very high level if you consider the fact that there are IM's and GM's)
can get easily better rating than more than 95% of the players in that site with
no computer help.

Note that being better than more than 95% of the players who are active in
tournament in Israel is clearly harder task.
