Subject: why did ruffian fail to keep pace?

When ruffian 1.01 came onto the scene, it was the strongest freeware, and looked
like it would challenge the big chessbase engines. But it never improved that
much? Does anybody know the history behind ruffian? Was there something about
the way the engine was designed that prevented it from being improved?

Perhaps there are two critical dimensions of every engine. it's current
strength, and its potential to be improved.

What engines have the most potential to improve? What engines do you reckon can
no longer be made much stronger (e.g., fritz 9)?
