There is no easy answer. Each correspondence chess organization has their own
rules, and a different TD who must interpret them. All of them allow computers
for record keeping, insofar as I'm aware. So you can use your word processor,
spreadsheet, and general database for record keeping purposes. Anything more,
then it may get blurry...

Personally, I couldn't play correspondence chess without my many opening
databases. I consider them analogous to opening books published with paper &
ink. In fact I rarely consult paper & ink opening books anymore. I believe all
correspondence chess organizations allow use of opening databases.

Tablebases are analogous to endgame books published with paper & ink.
Theoretically you could publish a paper & ink book with the complete tablebase
data included, although it would be a very heavy & thick book. :) I think most
correspondence chess organizations allow use of tablebases, but this is a gray
area. Some may not allow it.

I believe all correspondence chess organization with anti-computer rules don't
allow use of computers for automatic move generation or analysis. They would
probably all agree about this item. That's the main purpose of their
anti-computer rules. How many of their players comply? Probably not many, but I
don't have any evidence.
