Here are a few possibilities:

(1) My chess set - all I ask is that there be an attibution somewhere in the
documentation.
Commercial, freeware or shareware use - feel free.
It is the bitmap set labelled "Fowell" here:

    http://world.std.com/~wij/fixation/chess-sets.html

I have a slightly larger version somewhere, too.

(2) There are a lot of freeware chess fonts here:

    http://www.enpassant.dk/chess/fonteng.htm

The last (many years ago) time I corresponded with them, some of the authors
(notably Armando H. Marroquin ) were willing to give permisison for their use
pretty unconditionally, and some wanted a piece of the action for any
revenue-generating use.
