Sorry Peter, I have to disagree.
My Mega 99.cbh Database has 1114444 Games
54,277 Opening Keys
56,004 Opening positions
My Big Database 2003.cbh has 2312073 Games
55,917 Opening Keys
56,947 Opening positions
My eco,pgn has 2014 ECO Opening Classifications with moves..

I think we can "Classify" any Opening or game played or tested.
I have presented which ECO Classification is better for White & Black.
Now using this addition Data & Links I have presented, you can check them out
yourself.
I must disagree with your conclusion.
