I am just a lawyer, I have never studied how to make or build
Chess-computers, but these are two opinions about your question(with all
humiltie).
1. There are two kind of horizon effect.
1.1. Tactic horizon effect, and,
1.2. Strategic horizon effect.
1.1. Tactic horizon effect is the way between the point where end the calculate
engine capacities, and the point where the solution is, "in a specific problem"
that have the solution in the material eval.
1.2. Strategic horizon effect, is the way between a general plan that human
beings can build, and a general plan that engine can not build
When the tactical power of and engine is very good, this power to produce by
itself strategic concepts.
But the speed of engines is not sufficient for make a real solution in our
days.
For that last reason, the more pure example of a horizon effect in the strategic
ways is the ANTICHESS.
Engines have not the capacities to solve "the Stone Wall puzzle" by themselves,
because it is a very deep problem, where only the brain an inteligence of human
beings can understand.
It is really very simple for us (human beings), but a very strong problem for
engines to solve by itself.
When engines, are eating the queen, just for being losing many moves after this
lunch, are into the effect horizon in a strategic puzzle
This is an example of strategic horizon effect.
