If you press  the keys Ctrl Alt and Delete all at the same time, you can bring
up  task manager. If you now go to the processes tab, you can see how much CPU
is being consumed by the processes that maintain Windows. On my system it is
virtually zero.

One way of tackling your query is to think back to the time when chess engines
made the transition from running under DOS 6.2 to running under Windows 3.1, in
a DOS shell. One question asked at that time was "Will running under Windows
significantly weaken the engine compared to running under DOS. The answer was
that it made very little difference.
