I'd bet the cheapest approach is a dual-cpu system, but use dual-core processors
to give you 4 processors total.  The dual MBs are everywhere.  Quads are
pricier, physically bigger, and often require oddball components such as a
larger case, or a really big power supply, etc.

Yep.  I've done this many times.  It really doesn't take much time to assemble
one, but it does take time choosing the components you want, locating them,
avoiding the old "yes we have them in stock and will ship today" only to
discover they really didn't have them in stock and their supplier was
back-ordered as well.
