The access code is certainly subject to copyright, since there are many ways to express the ideas. It is not so clear for the data files. Perhaps the encoding method could make them subject to copyright, or it might be patented. I think the uncompressed files would not be copyrightable, the same way raw address lists aren't. I'm still not a lawyer.
