That's really weird, because this is against two older rules IIRC.
Firstly one needed at least 9 games against other Elo rated players
for at least a provisional ('half-number(?)') Elo rating and secondly
it was impossible to get a rating at all with a 0% score.
Did they change the calculation math too?
For German ratings e.g. one still needs >0% to get a first rating
at all (same for <100%) and a ceratin number of min. games.
