People in the israeli forum told me that the reason is that probably the report
of the fide about games simply has not all games and based on the fide rules
players need to play at least 9 games and to score at least 1 point.

I continued to check the fide site

Here is something else that I found.

The following player got rating when he has 0 reported games.

You can see in his personal card that he has rating of 1605
