Some programs will never declare themselves lost on time; upon reaching
a certain number of seconds left they will continue to make instantaneous
moves forever without taking any more time off the clock.
Others will also continue to make instant moves but will take a fraction
of a second off its clock for each one.  The one that does not run out
of time uses no less time than the other but refuses to penalize itself.
My tendency is to let them play it out rather than call it on time.
