It's an alternative forward-pruning technique.  You would do best to read the
actual paper.

I couldn't find an online copy at
http://www.neci.nj.nec.com/homepages/mic/publications.html (where his online
publications generally are.  There is a newer work on multi-probcut though, so
reading that should suffice!)
