Yes, I've heard that the rating difference is less as they get higher. An American rated 2500, for example, has to maintain his rating against Europeans, in which case why should it be any different to theirs? But as an Australian playing chess against Americans rated in the high teens, I notice the ratings are a couple of hundred points higher for the same playing strength.
