from the official rules of chess on Fides wed site..



`castling`. This is a move of the king and either rook of the same color on the
same rank, counting as a single move of the king and executed as follows: the
king is transferred from its original square two squares towards the rook, then
that rook is transferred to the square the king has just crossed.

in your example the rook and king will be on the same FILE not the same Rank so
Castling is not permitted

if the promoted rook were to make it back to the first rank ..again castling not
permitted as it will have moved
if the King were to make it to the 8th rank where the promoted rook
stands..still not permitted as the King will have moved
