I do not see a reason for that.
A lot of programs have book not in ctg format.
What is the advantage of ctg format?

The only reason that I can understand is if you have some ctg format book to
start with but I think that it may be possible to write a program that translate
ctg format to different format by simply analyzing the opening position and
going backward and forward in the tree.

humans can see all the book moves in the opening position
play them and see all the opening books after one ply and continue in that way.

If somebody writes a program that does it automatically it can find all the book
moves of ctg format book.
