If one book must be made right now then obviously is should be .ctg. As the
majority (very lopsided indeed) amount of people are using chessbase format
(that includes 99% of all grandmasters). .Ctg format also has it advantages over
an engine book.
1. One can use it for other engines (I don't know if other engine books can do
this)

2. One can import games to it, change the weights, and manually add book moves
to it. (I'm pretty sure one can't do this with an engine book)

3. Book learning (I don't know if engine books have this option)

There may be other advantages(I don't know)
But if two or more books should be made then I think the other formats should be
an engine book (like fruit) and a book in the 2nd most popular format (whatever
that is)
