GnuChess' pawn promotion code goes Q,N,R,B for generation:

  do {                            \
    ADDMOVE (a, b, QUEENPRM);     \
    ADDMOVE (a, b, KNIGHTPRM);    \
    ADDMOVE (a, b, ROOKPRM);      \
    ADDMOVE (a, b, BISHOPPRM);    \
  } while (0)

Some other programs do the same thing.  It is clearly the better way to do it.
