A candidate passer is when you do not need to sacrifice a pawn. In this case it is winning but in earlier stages of the games the sacrifice may be bad. of course it is possible to trade it and make a passer if you have support but the opponent also can prevent it more easily then preventing trading pawns of a candidate passer.
