I thought this was an interesting question. So, I dug through some boxes in my
basement and found "How Computers Play Chess" by David Levy & Monty Newborn.
It's an old book. I don't know the ratings of the programmers of any modern
chess programs, but here are some stats from the book:

Program Rating Programmer Rating
Deep Thought 2580 Hsu 1200
Hitech 2413 Berliner 2400
Cray Blitz 2300 Bob Hyatt! 1400
Chess Challenger 2250 Spracklen 1700
Belle 2200 Ken Thompson 1700
Bebe 2200 Scherzer 1400
Phoenix 2200 Schaeffer 2100
Novag 2150 Kittenger 2000
Chess 4.9 2100 Slate 2050
Kaissa 1800 Donskoy 1600

Hard to say from the chart, but maybe a low Elo is an asset :)
