I'd certainly be interested in an open format.  Let's starting thinking about
how to make this possible.

As a start how about:

1) Use a hash code based system i.e. 'good' positions are stored as their hash
table
2) Add a 'weight' variable to guide the selection of good moves

Let's keep it simple to start with.
