My oppinion is the opening book is part of the engine and not of the GUI. So
every engine author should write his own book code and opening book tuned for
his engine. GUIs should know nothing about openings, nothing about endgames, but
should only present the game of chess in a neat way (and maybe the name of the
opening line), open, save and manage chess game files etc.

Therefore I don't see the need for an open book format.
