I changed the title because it is totally unclear if Qe3 is drawing the game.

1...Qe3 2.Qxd6 Re8 3.Qd7+ Re7 4.Qc6 gives white excellent practical chances to
win the game(maybe black can save it and maybe not see the long line when of
course black blundered by going to lost pawn endgame but the position of black
was bad in any case)
