In a nutshell (whew, that was a long post to read), I think the issue should be
handled by the creator of the program. The program should analyze the system it
is running on at startup and should default it's settings for optimal execution
based on the time controls picked by the operator.

The program should then display the chosen settings (including hardware, OS,
opening book, etc.) and possibly metrics (such as NPS or opponent move hit
percentage) within it's output.

Like all other portions of a program, the creator of a program should be
responsible for testing default settings to ensure that they are optimized and
should not rely on the testers to "figure it out" for them.
