Winboard can't play an entire tournament by itself, but you can have it play
several games between two different engines.  This is done by using the
"-matchGames" option.  For example, the line:

winboard -fcp "c:\crafty\crafty.exe" -fd "c:\crafty" -scp "c:\comet\comet.exe"
-sd "c:\comet" -time 5 -inc 0 -matchGames 20

(all on one line) will play a 20 game match between Crafty and Comet (assuming
they are in the directories I gave) with alternating colors, with time controls
of 5 min/game (I think those are the proper syntax to make a 5 min/game, but
they may not be).  Of course, you can add/change any of the command-line options
you need for your purposes.
