I think that the comp-comp rules should be as close to the general chess rules
as possible to avoid special rules without a really clear purpose.
I see no reason why programs couldn't claim draw when the 50-move rule is
applicable and this rule have been around and known for a long time and no
exception is really needed here.
Of course it is interesting to know how many games would end differently if the
program knew how to act in this situation but that's another story...
