This is what was used to prevent humans from playing forever. Why should the same rules not apply to computers as to humans? If both programs think they are winning and they play a long time without a pawn push or a capture, then either they will be smart enough to figure out that they are short on time (and then claim the draw with the 50 move rule) OR they will lose either on time or due to making inferior moves.
