I think this would be an excellent idea, but not here. The general chess newsgroup is filled with as many disruptors and agitators as was RGCC, and an approach similar to the one taken here (strong moderation, banning repeat offenders, tight focus) would be very welcome. But I think another place would be more appropriate, for the same reasons that the newsgroups are divided. I'm sure many people here don't want to seelengthy threads on 'Who's better Karpov or Kasparov?', and many others whould would be interested in such a topic wouldn't be very interested in the detailed mechanics of hash tables.
