You've got the idea. The concept of "knowledge-based" does not mean what you
think.
Some people will (mis)use it to describe a program that "thinks" more like an
human. Maybe this is a way to find some excuses to weak programs? "Buy me, you
know, I'm not different from you, I try to think exactly as you do. I should
have your sympathy...".
Bullshit.
I would describe "better knowledge" as "an algorithm or heuristic that help you
to achieve your goal better". Do you have a better definition?
So the program that has the best knowledge about chess is the program that wins
the more games.
