It's quite possible that those who were interested in doing so could
still market their own chess engines that used Hsu's chip. The current
"Deep Blue" chip is massively customizable through software, and software
search was used for the first four ply - the chips themselves were only
asked to search the last 4-5 ply.

If it remains that way, then Hsu could sell the chips with his chess
engine driving it, but others could write "aftermarket" chess engines
that tried to make better use of the chips by getting more creative with
the front-end software.
