Oh, I see now.  Yes, that's probably not the best way to put it.  But it's a
common thing to say in a representative democracy, and carries with it the
implication that a true democracy approximates anarchy.  Following the laws set
down by the elected representatives (until the time comes to boot them out) is
best for society.  That's the idea, anyway. <g>
