It discombobulates a lot of people and makes for fun chess. Currently, some programs that incorporate a lot of chess knowlege get their ever-loving butts kicked by fast searchers (though Hiarcs has somehow escaped this trend). This does not seem to be a useful indication of how they play against people [I have not seen any real evidence either way]. At any rate, CS-Tal plays exciting chess. I hate computer chess games that go 150 moves and end in a draw. Give me a CS-Tal "pirates pouring over the wall" risk-taking storm any day. So what are you after? Just to win maximum points at all costs and often grind out boring draws or intriguing chess? I don't own a copy of CS-Tal, because I only buy products from local dealers (old-fashioned, I guess). But if a dealer nearby carried a copy, I would buy it in a flash. I love going over CS-Tal games. I think Mr. Whittington has managed something very worthwhile. Now, if he can just manage to stop getting stomped by bean-counters. ;-)
