Maybe there are some, but even if you find one it does not mean that the side in
zugzwang looses. Maybe this side is going to loose only several centipawns. This
is enough to define a "zugzwang" position, not enough to loose the game. So
ignoring them is still a good deal.

I would bet that if you find any zugzwang position in the first 15 moves of a
game the side in zugzwang is still not loosing for this reason.
