Actually, FIDE writes the _rule book_.  And they do have control because they
can say "if you allow that computer to play in your event, your event won't be
FIDE-rated."  And that will turn away anyone wanting a "norm"...  which will
mean that computers won't be invited or allowed because of all the FM-wannabe-IM
and IM-wannabe-GM players that would avoid tournaments with no norm available.

But as I said, years ago FIDE voted to allow computers in, but with a huge
price.
