Subject: Paderborn WCCC: is there micro category?

ICCA says:

The ICCA may decide, and announce its decision not later than 1 March 1999, that
the 9th
     WCCC will also incorporate the 1999 World Micro-computer Chess
Championship, in which case the highest-placed
     program operating on a single generally-available CPU will receive the
title of 1999 WMCC Champion and the
     corresponding trophy.

So what was the decision?
