Moderators do not HAVE to spend large amounts of time reading posts.

In fact, they could, theoretically, go weeks or months without being
FORCED (;-)) to read CCC because the "Moderator Email" link on the
message board makes EVERY CCC member a "Deputy Moderator".

When any member sees a questionable post, he emails a moderator who
is then alerted and can access the CCC to make a decision whether
or not to take action.
