I am not part of the SSDF, so I am speaking from a stats point of
view only.

Take a look at Shaums Outline on Stats.  This will be the quickest
way to get the formula.  Look for Standard Error of Measure (SEM).
This will also have a definition.  I use this all the time, but
I do not have the equation memorized (I do not fill my head with
equations, I look them up).  :)

Any stats book should have this.
