Actually it is probably Steve and Tim who end up getting to do it.  Personally I
would like every account validated, if it could be done by simply waving my
hands.

I think in practice we would end up with a lot less accounts because people
would be willing to do less just in order to post, that Steve and Tim would balk
at the work, and in any case anyone who is truly evil would find a way to
circumvent the whole thing.
