Well, time control can be included easily and should be included.  ICC includes
it in the title, which is wrong but it works.

Yes, if you post a game it makes sense to include all of that other information,
but it doesn't make much sense to add tags to PGN, in my opinion.

If all else fails you can include a comment in curly braces before the first
move, which describes exactly what you did.
