I have no problem will bringing back members who lost their privilege since I
will automatically put them on my troublemakers list. If they behave, great,
another positive contributor. If they do not, they know that they will be booted
again and I will not lose sleep over it.

Yup, minimum 2, but I would prefer the agreement of all 3.

Nope, 1. Due to problems with time zones, delays in Emails, people out of the
office or on vacation, etc., I think that obviously obnoxious posts can be
deleted immediately by one moderator. This helps minimize "response time" to
that message.

However, I also feel that if the moderator is unsure (a borderline case), then
the moderator should get the opinion of at least one and preferably both of the
other moderators. If this is not possible, he should attempt to get Steve's
opinion (as a last resort).

But if I receive 8 Emails that a message is off topic or whatever and I cannot
get the opinion of another moderator or Steve and it is a borderline case, I
will make a decision and live with it. Usually in this case, I will just post a
message telling people that the thread is off topic and that future posts on
that thread will be deleted.
