As follows:
1. delete the message again and send e-mail to stop this re-posting.
2. if posted again, deleted again and sending a final warning via e-mail,
agreeing with the other 2 moderators.
3. if posted another time, -> he is out.

(Assuming there was a clear reason to delete the original post)
