There are several 'options'

when you have an odd number in a group you can (a) drop one of those out and
pair the rest;  (b) pull up the top seed from the next group and then pair this
group as though the group had the same score (but with the new addition at the
very bottom place);  and other angles such as dropping the bottom guy out and
pairing him with the highest guy n the next group...

Any are perfectly valid...  but I haven't seen anything to precisely say which
approach they use...
