I think that is a great idea!  A 'title' might also attract some of the
big-iron and commerical programs which don't regularly play on ICC.   Above
all, it would be fun.

What kind of entrance requirements would there be?   There are a lot of
amateur programs (mine included) which might like to play...  would there
be a rating minimum or perhaps a qualifying round?  Perhaps none of that would
be necessary with a Swiss tournament.
