I think 21.gxf3 is better in this line. I do not see a clear advantage for white in this line but Amir Ban told me that Alterman and the Fritz team analyzed the line 19.Rae1 Rfc8 20.Re2 Bd5 21.e6 Qe8 22.Nhg5 hxg5 23.Nxg5 followed by Qh7+ and Nf3 and others and concluded that white should win Maybe white has something better in your line before 21.gxf3 but I am not sure.
