Generally one uses a program which is compatable with winboard/xboard, which connects to ICC via telnet and automates a player/program. It's not as difficult as you think,.. and there's no HTTP involved. There's also no timeloss because ICS uses programs like timeseal (each server has it's own) which account for lag. If you wanted to get around using xboard, you would have to write your own telnet client to parse the ICS output strings.
