That is 100% improvement in winning odds by H 7.32 over H 6 and that is what is important. Draws don't mean much even in human chess matches. The 23 draws only mean that both programs are good at tactics and deciding when to trade-off to an even end- game. In political elections such a victory would be called a "landslide" with emphasis put on the opponent only getting 41% of the vote. Hiarcs 7.32 is clearly superior and your data prove it.
